Local and federal agents arrested a parole violator who was carrying a firearm at Sandy Ridge Apartments March 27, the sheriff’s office said in a press release.
Aaron Bernard Phifer, 28, was taken into custody when CCSO narcotics agents acting on information from U.S. Marshals found Phifer at the apartment complex. Federal probation and parole officials had asked for the assistance of the CCSO, who was wanted by Marshals for a parole violation.
Phifer was held without bond on charges of being a felon in possession of a firearm and carrying a concealed weapon. He also faces federal charges for violating the terms of his release.
Court records show that Phifer was convicted of common law robbery in August 2014, and sentenced to eight to 31 months in prison.
Phifer was arrested in 2016, when he allegedly shot and injured Mack Bracey in Whiteville. Bracey told police Phifer shot him and his vehicle multiple times on Tram Road, causing Bracey to crash the car. The shooting occurred Oct. 10, 2016, in the days just after Hurricane Matthew.
After barricading himself in an apartment on Brookberry Court in Whiteville, Phifer surrendered to authorities.
In 2020, while he was out on bond, Phifer allegedly fled a traffic stop in Whiteville. When he was captured on MLK Drive, incident reports said he was armed with a .45 caliber handgun reported stolen from a local business several months before. He was charged with possession of a concealed firearm by a felon and possession of a stolen firearm. Those charges were later shifted to the U.S. Attorney’s Office, and Phifer was found guilty in federal court.
In 2022, police records show Phifer was the victim of a shooting on Burkhead Street in Whiteville.
