Kidnap, Assault Charged After Standoff

Five people escaped injury after a Bolton man barricaded himself in a house Thursday.

Jesse James Arp, 39, is being held under no bond on charges of second degree kidnapping and assault on a female. His address was listed on detention center records as 968 Jacobs Loop Rd., Bolton.

The sheriff’s office reported that Arp went to a home on Pocosin Road Thursday and assaulted a woman just after 11 p.m. The victim, another woman, a teen and two infants were in the home at the time. The victim sustained a head injury, the report said.

Arp initially prevented the victims from leaving, but they managed to escape and call 911. Arp then barricaded himself in the home and refused to leave, according to report.

While warrants were being obtained, the report said, Arp was taken into custody.
