A woman who was allegedly impaired was arrested while walking two small children in traffic on U.S. 74, according to the sheriff’s office. Hilda Marie Scarborough, 42, of 837 Burkhead St. Whiteville, was held under $5,000 secured bond, according to detention center reports.
