Developers Ask Approval for Tiny Home Development

The sidewalk project currently underway in Whiteville is federally funded and being managed by the NCDOT.

The first phase of a new cottage apartment complex is on Tuesday’s Whiteville City council agenda.

 John Fisher and Bill Lynch are requesting the city grant a special use permit for an undeveloped tract in the 1500 block of Pinckney Street at U.S. 74.  Phase One of White Marsh Apartments would be located at the end of Lennon Street. Currently the property is wooded. The total size of the development is 13.65 acres, according to the application filed with the city.

The proposal calls for 24 detached “tiny homes,” with 16 single bedroom and eight two bedroom units. City staff has recommended setbacks of ten feet to the front and rear and five on each side.

The homes will be built for sale, and planning staff asked that council consider the property a “major subdivision” for future planning purposes. The Planning Board gave the plan a positive endorsement in January.

The property is zoned R6 Residential, which allows tiny home developments with a special use permit.

Council will hold a public hearing on the plan at 6:30 p.m. Tuesday.

The board will also consider a request by Donald Ward to amend the table of uses to add day care centers to the B-3 Highway serving Business district.  The planning board and staff have already recommended removing day cares from the B1 Central Business zoning districts in the city.

Both matters will be discussed in public hearings before going to the council for a vote.
